Neighbourhood Action Panel Report 20 9 07

We held the first Public NAP meeting for Great Totham Neighbourhood on 20th September. There as a reasonable turnout, but sadly very little representation from places other than Great Totham village itself. It must be stressed that each NAP meeting is open to all residents of the whole Great Totham Neighbourhood, not just the village in which that meeting is based. The next meeting will be in Tolleshunt D’Arcy Village Hall on 14th November 7.00pm. We urge all residents to ensure that either they support the NAP in person, or at least, make their concerns known so that we can ensure that the Policing Priorities are representative of the whole area.

A number of concerns were raised, many of which are linked. This time, I wish to report on the concerns regarding traffic. Speeding is a big issue, indeed was the most complained about. The speed limits in Great Totham South have recently dropped from 40mph to 30mph. I, for one, have to really think about my speed, where the ingrained habit is 40.

We need to slow down. It’s safer for everyone and the noise nuisance is reduced. Also, if we resent people speeding through our village, we must try not to speed through other villages. It’s a problem common in the whole area, and the speeding issue on the B1022 was placed as one of the Policing Priorities.

The safety issues are compounded by parking issues. The Village Shop in Great Totham South is an important facility, much appreciated by the residents. But customers are parking too close to the junction with Hall Road. This makes visibility when driving out of Hall Road well nigh impossible at times. This was made a Policing Priority, with several positive suggestions being made.

On the matter of parking, another serious issue was discussed, that of parking with half the wheels on the pavement. It’s illegal to drive on the pavement. We shouldn’t park in such a way as to cause an obstruction or leave a vehicle in such a way as to endanger others. The Panel were told that some cars have been parked such that people with pushchairs and wheel chairs and mobility vehicles, are forced into the road to pass these obstructions. This is a problem particularly highlighted in D’Arcy, but goes on everywhere. Although this wasn’t made a Policing Priority this time (the Priorities have to be quite specific) it has been noted that this is a problem. Please let’s think before we park. If we have to park on the pavement, maybe we shouldn’t be parking there at all. Don’t let’s force people into the road where a speeding motorist might bump into them.

Another problem which was brought to the NAP’s attention is the number of parents who are failing to belt up or belt their children in properly in vehicles. This is particularly bad in the school run in Tollesbury. Just because it’s ‘just round the corner’, or we feel we’re unlikely to get caught, doesn’t excuse us from wearing seat belts. The seatbelt laws are not there just to deprive us financially via a £30 fixed penalty notice. They were brought in to stop people dying. Unbelted passengers get smeared over the windscreens at quite low speeds, even from the rear seats. This was made the third Policing Priority.

The important thing to remember with these Policing Priorities is we’re not trying to catch people out; we’re trying to improve residents’ lives by addressing some of the problems which affect us.

Anne has compiled a short crime circulation report regarding crime reported during the last week from 07/02/07 to 14/02/07.

MALDON CENTRAL AREA

Garage Burglary
Kestrel Mews, Maldon – Between overnight 12/02/07 & 13/02/07 persons gained entry to garage and stole a full set of Callaway golf clubs & bag, a red Casade ladies mountain bike, and some musical sound equipment.

Attempted Theft from Motor Vehicle
Aveley Way, Maldon – At approx 1740hrs a grey Vetaria JLK was found to be unlocked by means unknown & vehicle presumed entered as the glove compartment was found to be open, not yet known if anything has been stolen.

Criminal Damage
High Street, Maldon – Between 1945hrs on 09/02/07 & 0000hrs on 10/02/07, bodywork of a parked and unattended silver BMW was keyed along one side.

Vehicle Interference
Fambridge Close, Maldon – Between 1900hrs & 1910hrs on 09/02/07 an attempt was made to gain entry to a silver Mercedes Vito by trying to jemmy rear door. No entry gained & nothing stolen.

Criminal Damage

Highlands Drive - Between 1755hrs & 1800hrs on 10/02/07 garden wooden fence panel was pulled out and damage caused. Also between 2220hrs & 2230hrs on 12/02/07 further damage was caused to garden fence panels.

Criminal Damage
High Street, Maldon – Overnight between 10/02/07 & 11/02/07, a rear ground floor kitchen window to shop premises was smashed.

Criminal Damage
Mill Lane, Maldon – Between 0200hrs & 0850hrs on 13/02/07, front drivers window smashed to a white Nissan Micra.

Theft From Motor Vehicle
Market Hill, Maldon – Overnight between 12/02/07 & 13/02/07, windscreen and drivers windows smashed to red Peugeot 106, once inside messy search made and an angle grinder & tools were stolen from within.

MALDON RURAL AREA NORTH

Theft of Outboard Motor
Woodrolfe Rd, Tollesbury – Between 24/01/07 & 08/02/07, a Honda outboard motor coloured silver & bronze has been stolen from unattended boat.

Burglary - Other
Langford Rd, Wickham Bishops – Between 08/02/07 & 12/02/07 commercial premises were entered and 3 double glazed windows were smashed & damage caused to fire door. Nothing stolen from within.

Theft
Woodrolfe Road, Tollesbury – Between 0800hrs & 0930hrs on 09/02/07, 2 x outboard motors were stolen by cutting through chains and removing them from boats and 3 x canoes were stolen from sailing club grounds.


MALDON RURAL AREA SOUTH

Theft of Motor Vehicle
Lawlinge Road, Latchingdon – Overnight between 09/02/07 & 10/02/07 a white Ford Mondeo part index N***HFW was stolen from a private driveway.

Criminal Damage
Burnham Road, Althorne – Overnight between 10/02/07 & 11/02/07, damage caused to 2 x plant pots outside front of shop premises.


SOUTHMINSTER & BURNHAM

Shed Burglary
Vicarage Lane. Tillingham – Between 03/02/07 & 07/02/07, shed was entered and a Sthil Strimmer, a white lining machine, and a mower were stolen from within.

Theft From Motor Vehicle
New Road, Burnham on Crouch – Overnight between 06/02/07 & 07/02/07 forced entry was gained to a silver Citroen Zantia, and a stereo, cd’s, bag and clothing were the stolen from within.

Theft From Motor Vehicle
Dunkirk Road, Burnham on Crouch – Between 2330hrs & 2345hrs on 07/02/07 persons were disturbed breaking into a white Toyota Hiace van, and an attempt was made to take the stereo radio, and only the front facia of the radio was removed.
Description given of suspects:- 1) White male, aged about 55 years, approx 5ft 8 ins tall. 2) Afro Caribbean female, aged about 24 years, approx 5ft 5ins tall.

Attempt Theft from Motor Vehicle
Station Road, Burnham on Crouch – Overnight between 07/02/07 & 08/02/07 a white Renault traffic van was entered by means uinknown and an attempt was made to remove car radio from within. Nothing stolen.

Criminal Damage
Lavender Drive, Mayland – Overnight between 09/02/07 & 10/02/07 the rear windscreen was smashed to a gold Renault Clio.

Criminal Damage
Imperial Avenue, Mayland – Overnight 11/02/07 & 12/02/07, damage caused to garden wooden fence panels, and concrete and wooden posts were snapped off.

AGM Minutes

MINUTES OF THE ANNUAL GENERAL MEETING HELD AT GREAT TOTHAM VILLAGE HALL ON THURSDAY, 30TH AUGUST 07
(I have removed surnames as this is on the internet)


Linda, Chairman, opened the meeting and thanked everyone for coming.

1. Apologies for absence

Apologies for absence were received from PC Goodchild, and others

The Chairman explained that this was the first Annual General Meeting to be held since the inaugural meeting on the 9th August, 2005, mainly due to a readjustment of neighbourhood policing which had affected the Great Totham Neighbourhood Policing Team.

2. Report of launch meeting 9th August 2005

The report of the meeting was taken as read.

3. Chairman’s Report

The Chairman said that a copy of the Annual Report was being sent to Maldon District Council. Four editions of the newsletter had been delivered to Great Totham South residents and she thanked the co-ordinators for delivering these. More co-ordinators were needed and she asked that anyone who wished to volunteer should make themselves known. Maldon District Council had awarded a grant of £250 to pay for the production of the newsletter and the hire of the village hall for meetings. It had been expected that this would cover the cost of four issues but as some of the co-ordinators were printing copies themselves to distribute, there were still funds available. The dissemination of information was explained and Elizabeth was thanked for her efforts in obtaining e-mail addresses in order to contact people in outlying areas of the village. Anyone who wished to could be added to the e-mail list. Linda had set up a blog as a further means of communicating information. As not all the co-ordinators had computers, residents who had were asked if they would be willing to receive e-mails and pass them on.

4. Treasurer’s Report

The Chairman informed the meeting that a donation of £20 had been received from Stan’s Coaches, Maldon District Council had awarded a grant of £250 and £8.90 was raised from a bookstall held at the inaugural meeting. The income received totalled £278.90.

Expenditure for the production of newsletters, the hire of the village hall for the inaugural meeting and sundry e-mail expenses came to £148.75, which left a balance of £130.15. This was sufficient to produce a further two newsletters.

A discussion followed regarding the best way to raise funds in the future. A suggestion was made that residents be charged £1 per year but there was reluctance to do this as it was felt residents should not be excluded by funding. It was agreed that Maldon District Council should be approached to explore the possibility of a further grant. A further suggestion was made that, if necessary, the Neighbourhood Watch Co-ordinators should raise funds and ask the Council to match these with a similar amount. It was agreed that, although fund raising may take place in the future, it was not felt fair to ask co-ordinators to spend their time doing this at present.

5. Constitution

A draft copy of the constitution was displayed on a board in the village hall and it was also available on the blog. The Chairman read and explained the constitution following which it was accepted and will be circulated once amendments have been made.

6. Election of Officers

Linda was proposed as Chairman by Jill and seconded by Craig. David was proposed as Vice Chairman by Linda and seconded by Peter . As the Secretary and Treasurers’ positions were not filled at the meeting, it was decided that the Chairman would endeavour to find volunteers to take on these roles.

7. Election of Auditor

The Chairman proposed that Peter be elected auditor and this was seconded by Elizabeth

8. Future Annual General Meetings

It was agreed that the next annual meeting would take place on a date to be agreed during the first fortnight of October, 2008.

9. Any Other Business

The financial year end was agreed as the 31st August.

A question was asked ‘had crime dropped in the village since the Neighbourhood Watch had been set up?’ and PCSO Heather Owen agreed that, in her personal opinion, it had. The main problem at present was burglary. When asked if any crime had been solved as a result of Neighbourhood Watch, she said that two cases in the last couple of months had been.
It was agreed that for security reasons, where an e-mail is sent to a group, other than between co-ordinators, blind copies should be standard practice and that, before any e-mail is forwarded, the e-mail addresses of previous recipients should be removed.

As PCSO Heather Owen was leaving the service, PCSO Steve Butler, who will take over, was introduced. He had worked with PCSO Owen for eighteen months and knew the area well. He explained that at present he did not know which areas he would be covering but was looking forward to meeting everyone.

The Chairman said that the Neighbourhood Watch was very sorry to be losing Heather who had shown exactly what a good PCSO should be. She was thanked for all her efforts and on behalf of the young people of the village, was presented with a box of chocolates by Alex . She was also presented with flowers and a vase by the Chairman and all present wished her well for the future.

Following refreshments, Martyn gave a very interesting talk on “Dogs in the Police Service”.

31/08 - 1625 hrs, 3 male youths playing golf at the Jubilee playing field, smashed a conservatory window, Hall Road.

27/08 - 1400 hrs, 3 males seen rabbit poaching down Church Road, with 2 whippets and a green Subaru. Registered owners of the car were from Kent.

16/08 - 2215 hrs, Staplers Walk. 8 local youths were seen riding on a scooter repeatedly up and down road.

29-31/07 - Shed burglary committed at property, Goat Lodge Road. Unknown suspect(s) stole chainsaws, an orange and white strimmer and an orange and white trimmer from outhouse.


Wickham Bishops

17/08 - 1522 hrs, dwelling burglary at house, Hatfield Road. Unknown suspects stole a television.

12/08 - Grange Road, between 1100 hrs - 1200 hrs, 3 local youths stole a cash tin being used by the aggrieved for selling vegetables from front garden. £2.10 was taken.

08-09/08 - Theft of diesel oil from tank in farm, Langford Road, Wickham Bishops. Unknown suspect(s) left the tank draining into the yard.

06-08/08 - Attempted dwelling burglary of property, Blacksmiths Lane. Unknown suspect(s) were unsuccessful in trying to open the kitchen and dining room windows, causing damage to the frames.


Little Totham

22/08 - 2230 hrs, unknown people throwing stones/ using catapult at cars coming along School Road. It looked as though they had purposefully put a big plastic bag in the middle of the road to slow the traffic down to hit the cars more easily.

28/08 - 0130 hrs, 3 unknown hooded suspects attempted to gain entry to garage, Wash Lane. They were disturbed by the owner.

Great Braxted

24/08 - 1300 hrs, 2 males seen trying to sell furniture from white transit van, Lea Lane. Police checks revealed no offences by the men.

Little Braxted

16/08 - 1820 hrs, a motorcyclist was pushed off his bike from people in a blue Peugeot 205, Braxted Park Road.
